Lawyer Jokūbas Šernas signed the Act of Independence of Lithuania on 16 February 1918 at the age of 29, one of the youngest signatories. Šernas was one of the signatories who also served as a minister, took part in the drafting of the Constitution of Lithuania, and was one of the authors of the project on the internal state loan. The diverse social and political activities of James Šernas contributed significantly to the restoration and consolidation of the Lithuanian state.
This is the first book on Jokūbas Šernas, a signatory of the Act of Independence, and the first to detail his activities in the Lithuanian Society for the Relief of War Victims, his political activities during the creation of the Lithuanian State and its first years, and his work in the Department of Local Government.
